Leach Says OCC Exceeded Power on Hedging

Rep. Jim Leach, chairman of the House Banking Committee, wrote a harsh letter to the U.S. Comptroller of the Currency Friday, saying the fact that the comptroller's office let banks hold equities for hedging equity derivative swaps constituted "a usurpation of the Congress' lawmaking powers" by altering the Gramm-Leach-Bliley Act's regulatory framework
