Bush Panel Outlines 3 Plans for Social Security Overhaul

President Bush's Social Security Commission recently established three options that will allow workers to establish individual investment accounts. The commission will include the proposals, which would not require that workers invest part of their Social Security payroll taxes in stocks and bonds, as part of a report to be submitted to the White House next month. One plan would have Congress decide on what steps are needed to restore the retirement system's long-term fiscal stability; while the other two would include additional benefit cuts that would help shore up the system.
