In a Concession, Bush Lowers Goal of Tax Cut Plan

In a conciliatory gesture that suggested the White House had exhausted all of its options to obtain congressional approval for the president's $726 billion tax incentive plan, President Bush announced that he will lower his original tax package to $550 billion. White House officials concede that obtaining approval for even $550 billion from Capitol Hill lawmakers will be difficult since the country is still at war. However, the president made it clear in his speech in the Rose Garden that he would do everything in his power to shore up votes for his tax plan in the coming months.
