Republicans Seek Social Security Bill

Democrats up for election in November have eagerly raised the Social Security issue, as they struggle to gain a majority in the House of Representatives and maintain their majority in the Senate. Meanwhile, Republicans are thinking about offering guarantee certificates to all retirees, promising future benefits and annual cost-of-living increases, but the certificates would have no value in future Congressional sessions. However, Democrats have pointed out that the Social Security trust fund has already been dipped into by the war on terrorism and the 10-year tax cut.
