Retirement-Plan Heirs Get a Boost

A private-letter ruling from the Internal Revenue Service to be released to the public Nov. 1 could enable beneficiaries to avoid taking full distribution of some retirement plans using an annuity to spread payments from that plan over the beneficiaries' lifetime. Analysts say that that the Portman-Cardin Retirement Savings Bill introduced similar concepts to Congress, and note that variable annuities specially designed to avoid heavy taxation upon distribution of retirement funds have already been introduced by one insurer.
